Working with the Medicaid System

Medicaid (Medi-Cal in California) is a complex system. For seniors and people with disabilities, it is especially confusing because of the complexity of their health care needs and of their options for receiving care. Unlike most beneficiaries, these beneficiaries have the option of being in managed care or in regular, fee-for-service Medi-Cal.

California's Department of Health Care Services (DHCS) turned to HRA to help seniors and people with disabilities understand their choices. To meet this challenge, HRA and DHCS are partnering with organizations and individuals throughout the state:

  • A statewide advisory board of professionals, advocates, and Medi-Cal beneficiaries is providing expertise and breadth of perspective.
  • Local advocacy groups and other organizations have hosted focus groups to help ensure that beneficiaries' voices are heard.
  • Key informant interviews with professionals have helped us understand the role they play in educating consumers about the Medi-Cal system.

Our work with these partners is informing the California Department of Health Care Services about the needs, fears, and misconceptions of Medi-Cal beneficiaries.
