Medi-Cal Access Project Year Two Report

This is the report on the second year of the Medi-Cal Access Project. HRA conducted a literature review and extensive formative research to better understand how seniors and people with disabilities who have Medi-Cal make decisions about health care and what additional information might help them make more informed choices. Formative research included 18 focus groups, 22 individual interviews, and 70 usability test interviews with Medi-Cal beneficiaries who speak English, Spanish, or Chinese (Mandarin and Cantonese).

What Are My Medi-Cal Choices?

"What Are My Medi-Cal Choices?" is a decision-making guidebook for seniors and people with disabilities who receive Medi-Cal, California's Medicaid program. It helps beneficiaries choose between regular Medi-Cal and Medi-Cal managed care plans by providing clear explanations of benefits, services, costs, where to go with problems, and how to find help. The guidebook was written at a 4-6th grade level. Other user-friendly features include question and answer sections and a decision checklist.

Chinese/English Wellness Guide

The Chinese/English Wellness Guide was developed with extensive participatory research and uses best practices in health communication and health literacy. It was developed with an advisory group of Chinese-American leaders, and with input from over 20 focus groups of Mandarin- and Cantonese-speaking Californians. It was distributed to Chinese-speaking communities throughout California.

La Guía de Bienestar (The Wellness Guide)

The Wellness Guide has shown effectiveness in reaching people of all income levels and many ethnicities. It was developed with extensive participatory research and uses best practices in health communication and health literacy. It was distributed to people throughout California. The eighth edition of the Wellness Guide (2004) integrates disability issues and was developed in English, Spanish, and Chinese, with a statewide advisory group of leaders in disability advocacy and focus groups with people with disabilities throughout the state.

The Arizona Parents Guide is a research-based, user-friendly resource for parents. It is based on best practices in health communication and health literacy. Over three million guides for families have been distributed nationwide. It was developed in English and Spanish, and is distributed to new parents throughout Arizona. The guide is organized developmentally, so that parents can quickly find the information that is relevant to their child’s age, from birth to five years. It covers pregnancy, birth, child development, choosing childcare, and health and safety issues.
